The Bipartisan Budget Act of 2018 in February included further reducing the Medicare Part D donut hole in 2019. Pharmaceutical Research and Manufacturers of America (PhRMA) lobbyists are now trying to use the opioid bill to renege on their agreement to provide a 70% discount on drugs in the donut hole. They want to only pay 63% of costs in the Part D donut hole which would provide their industry a $4 billion profit windfall and cost seniors more for their prescription drugs.
