Workers of America
This is to advise that when a Local is recalled, a DOL Terminal Financial Report (LM-2, LM-3
or LM-4) must be filed by the Local with the Department of Labor, with a copy forwarded to the
International for our records. This does not apply to Locals comprised entirely of public workers.
The recalled Local must also file a Terminal Form 990 with the IRS, sending a copy to the
International. This report would reflect a year ending date as the date the charter was recalled
and a notation should be made at the top of the form that this is a "Terminal Report." A copy
of both reports should be mailed to my office for our records.
