Was Starr's participation, as a member of the Legacy S Network Optimization LFO Team, in violation of Section 272 of the 1996 Telecommunications Act? Perhaps this question could be answered by at$t and/or the current Bush Administration's Justice Department and FCC in Washington, DC.
