2/19/04- California Food Stamp Program Sparks Debate!

Food stamp recipients in California no longer speak to customer service representatives within the state, but they are not supposed to know that. Operators at call centers in India and Mexico, who work for a company that handles transactions, are trained not to reveal their location. In August 2001, California awarded a $441 million, 7 year contract to CHICAGO-BASED CITICORP Electronic Financial Services. Callers requesting "live help" are transferred to India for English speakers and to Mexico for Spanish speakers. Download complete article in PDF format.
